6.       Requirements for the facility bid are as follows:

a.       Main buildingfacility: approx. 25,000 square feet (within40% upsizeor 15% downsize flexible range), can be used for the Chinese Culture Center main hall (including service desk and seating area), multi-functional auditorium (seats 800 people or more, with changing rooms, audio, visual, and lighting control rooms, etc.), library (including reading rooms), Taiwan College and cultural tour services, digital learning center (computer lab), classrooms, conference rooms, storage rooms, offices, pantries, toilet , equipment rooms, and other sports and leisure space purposes

b.      Usage of thefacility: cultural and educational, or for use as multi-purpose meeting place

c.       Location:  within Santa Clara County, San Mateo County, or Alameda County territory; also must be within a radius of 60 miles from the city of San Francisco

d.      Parking space: in accordance to the provisions of the local government guidelines for the configuration of the number of parking spaces provided

e.      Deed/title transfer date:  no later than July 31, 2012 to complete

7.       Purchasing principles:

a.       Purchase of existing facility (including building and parking spaces) with independent property rights;and must meet the Chinese Culture Center usage requirements. The facility must meet all relevant standards and regulations(such as fire and parking space codes, etc.) imposed by the local, state, and United State federal government agencies

b.      Must be in accordance with Republic of China(R.O.C.) Missions Abroad and R.O.C. Domestic Regulations such as the Government Procurement Act

11.   Qualification abstract: Owner of the real estate (ready with Deed, Title) or its agent (the principal-agent with power of attorney).  If the Bidder has an authorized agent or aprofessional real estate brokerto bid on the Bidder’s behalf, the Bidder must submit a photocopy of valid California Real Estate AgentLicense or photocopy of California Agent license before the bid submission deadline

12.   Bid submission documentation requirements:

a.       The Bidder shall submit documents relating to the subject matter of the real estate, including a photocopy of the deed, location sketch, land registration transcript, proof of zoning, and using permit. The above documents must be able to clearly demonstrate the bidding real estate’slegal ownership, year of construction, land marks, the total land area (including the legally registered area and area that is not registered but can legally be used), the main building and ancillary building area (including the legally registered area and area that is not registered but can legally be used), building location, building address, the legal use of each floor area, total area, current usage, consent to sell, or other related documents

b.      Real estate sales price and the total unit price (land price and building price should be listed separately)

14.   Deadline for receiving tender documents and drop-off location:  All tender documents must be received before 5:00PM P.S.T., January 17, 2012 via postal mail or hand deliver to Mr. Hong-Jun Chen of Taipei Economic and Cultural Office in San Francisco (555 Montgomery Street Suite 501, San Francisco, CA 94111, USA)

15.   Offer assessment process:  based on the "New Site Scorecard" as attached

16.   Final selection principles:

a.       In accordance withArticle 10, Paragraph 2 of the Regulations for Procurement of Real Property in Designated Areas by Entities, R.O.C., that permits "the most favorable standard selection methods", and "total score" for those who qualify

b.      The bargaining and awarding process between Taipei Economic and Cultural Office in San Francisco and bidding candidates should be in accordance with Article 11 of the “Regulations for Procurement of Real Property in Designated Areas by Entities”, R.O.C.

17.   Bid opening time:  10:00AM P.S.T., January 18, 2012 for eligibility evaluation

18.   Bid opening location: Taipei Economic and Cultural Office in San Francisco (555 Montgomery Street Suite 501, San Francisco, CA 94111, USA)

19.   On-site evaluation:Bidders who are qualified after the eligibility evaluation by 10:00AM P.S.T., January 19, 2012 will be scheduled foran on-site assessment. Bidder should be present for the scheduled on-site assessment and be available to provide additional information and presentation of the site

20.   This procurement case must comply with the “Regulations for Procurement of Real Property in Designated Areas by Entities”, R.O.C. and all local, state, and federal laws of the United States

21.   Funding for this procurement project is based on reserved itemized budget for fiscal year ending 2011. If such related budget fails to beapproved by the Executive Yuan or the amount of budget is reduced to a level where a contract cannot be reached, both parties agreed to unconditionally lift the contract.
