As a famous Chinese proverb goes, “A neighbor who is near is more important than a brother who is far off. “ Given the close geographic proximity of the Philippines and Taiwan, our two countries have long been important neighbors who maintained very close ties.

Besides Taiwan’s thriving trade with the Philippines, Taiwan is the host to almost 90,000 Filipino workers. Due to the diligence and high quality of Filipino labor, Taiwan’s excellence in the high tech field has attracted attention around the world. The problem of an aging population
has become an ever more serious problem in many countries, and Taiwan is in no exception. We are sincerely thankful for the services of the Filipino caretakers who, over the years, have helped us to shoulder the responsibility to care for our elders in Taiwan. The dedication of the Filipino labor force and its many contributions to Taiwan are widely recognized and deeply appreciated by our people.

The Republic of China on Taiwan has long been regarded as a “Love Exporting Nation.” In addition to sending rescue teams to the Philippines to help the families of victims of past natural disasters there, Taiwan has donated many medical supplies, food items, ambulances, fire-engines, etc., to various local governments in the Philippines.

In recent years, our two countries’ joint efforts in combating organized crime and the smuggling of illegal weapons have initiated a new phase of mutual judicial assistance. This important cooperation will not only benefit both of our two countries, it will serve as a contribute to regional stability.

With regard to cultural exchange, the government of the Republic of China on Taiwan has provided scholarships to young Filipinos who are interested in language studies, regional studies, etc. I earnestly encourage our Filipino friends to check into these scholarships and apply in order to better understand Taiwan and enhance the cultural ties between our two countries.

As a responsible stake holder of the international community, our country has been contributing the lessons and fruits of her development experience in hopes of helping those might best benefit from it around the world. Over the years, we have actively participated in many activities organized by various organizations, including WHO, WTO, APEC, etc. We are determined to continue contributing to the international world and we urge the government of the Philippines and all of our Filipino friends to help us to join and participate actively in various international organizations.

As the Representative of the Republic of China on Taiwan to the Philippines, I sincerely hope that with the collective team work and efforts of our staffers, the substantive relations between our two countries will be greatly promoted and strengthened.
