Review Meeting of the ROC’s Initial Report under the Convention on the Rights of the Child

Message and Reminders for the Attending NGOs

  1. The International Review Committee for the ROC’s Initial Report under the Convention on the Rights of the Child (hereafter referred to as “the Committee”) includes: Jakob (Jaap) Egbert Doek (Netherlands), Judith Karp (Israel), Nigel Cantwell (United Kingdom & Switzerland), John Tobin (Australia), Laura Lundy (Ireland). (Please refer to Attachment 1.)

 

  1. Date: November 19 to 24, 2017 (Please refer to Attachment 2)

2.1. Pre-Review Meeting:

2.1.1. Open meeting: 10:30~12:00, November 20, 2017

2.1.2.Closed meeting: 15:30~17:00, November 20, 2017

2.2. Review Meeting: November 21 to 22, 2017

 

  1. Location: The Conference Room, Howard Civil Service International House, Taipei

 

  1. Meeting Arrangements:

4.1. Pre-Review Meeting:

4.1.1. Open Meeting:

A Qualification: Those who have completed registration.

B Rules:

  1. The session is 90 minutes long, with 45 minutes allocated to members of Legislative Yuan and Control Yuan and 45 minutes allocated to all NGOs. Members of the Committee will adjust the lengths of their presentations as needed.
  2. NGOs that have submitted their reports will give their presentations during their time slot. There will be no Q&A session. NGOs should keep their presentations brief and concise with only topics that can be shared publicly.
  3. The number of presenters depends on the number of reports submitted (1 report allows 1 presenter). If 3 (or more) NGOs jointly submit one report, they will be allowed 2 presentations. If 13 (or more) NGOs jointly submit one report, they will be allowed 3 presentations (different presenters are allowed). (Please refer to Attachment 3) 2
  4. The order of the presentations will be announced by the secretariat of Review Meeting of the ROC’s Initial Report under the Convention on the Rights of the Child (hereafter known as “Secretariat) after determined by the Committee.
  5. This session will be video and audio recorded. The transcription of the session will be published. Please do not disclose any information you are legally obligated to keep confidential during this session.

4.1.2.Closed Meeting:

A Qualification: Open only to NGOs that have submitted their reports and completed registration. 3 representatives from each NGO are allowed.

B Rules:

  1. The session is 90 minutes long. NGOs that have submitted their reports will participate in Q&A sessions without giving presentations. Q&A sessions should be brief and concise, please do not disclose any information you are legally obligated to keep confidential during this session.
  2. The Committee will raise questions and after a short break, the NGOs will determine who will respond to these questions and in what order. The Committee will raise follow-up questions based on the preliminary answers.
  3. Video/audio recording and photo taking will not be allowed in this session. Information shared and opinions expressed by all those present should not be made public.

4.2. Review Meeting:

4.2.1. Qualification: Those who have completed the registration. Only government representatives will be allowed to respond to the Committee’s questions. Other participants will not be allowed to speak.

4.2.2. Rules: The Committee will review all chapters of the ROC’s Initial Report under the Convention on the Rights of the Child and raise questions. One government representative will give a presentation on the entire report in the first session. For the Q&A sessions, one government representative will appoint representatives to respond and answer to the Committee’s questions.

4.3. The meeting will follow the agenda and the chairman of the Committee may make adjustments as needed.

 

  1. Report Submission for NGOs: Please refer to the “Report Submission Guidelines for NGOs for ROC’s Initial Report under the Convention on the Rights of the Child” on the website of the CRC website (http://crc.sfaa.gov.tw) and the Social and Family Affairs Administration, Ministry of Health and Welfare (http://www.sfaa.gov.tw).

 

  1. Meeting Information and Registration:

6.1. NGOs should register for the meeting via the Internet, fax or email. On-site registration will not be available. Registration website and deadline are to be announced.

6.2. Simultaneous interpretation (Chinese to English, sign language) service will be available. Participants requiring sign language interpretation, assistive devices or other assistance should state so upon registration.

6.3. Attendees must wear their badges when entering the venue and the live broadcast room. Those without badges will be denied entrance. Open meetings will be broadcasted and streamed live (stream webpage to be announced).

6.4. Presenters from the open meeting will have priority in seat reservations for the pre-review meeting. If there are insufficient seats, other attendees will be seated at the live broadcasting room or asked to watch the live stream.

6.5. Seats will be reserved first for government representatives in the review meeting. If there are insufficient seats, other attendees will be seated at the live broadcast room or watch the live stream.

7.1. This Message and Reminders shall prevail during the meeting. The chairman of the Committee may make adjustments to this Message and Reminders when necessary.

7.2. Updates will be available on the CRC website and the website of the Social and Family Affairs Administration, Ministry of Health and Welfare.
