2021 Taiwan Huayu Enrichment Scholarship Program (HES)
The Ministry of Education (MOE) in the Republic of China (Taiwan) provides the Huayu Enrichment Scholarship (HES) for foreign Mandarin/Chinese learners including beginners to study at any accredited Mandarin center in a university or college in Taiwan. This scholarship is offered to non-Chinese heritage students interested in studying Chinese in Taiwan, and is available for 3, 6, 9, or 12 months. The 2021 scholarship covers the study period from September 2021 to August 2022. Recipients of this scholarship will be given a stipend totaling NT$25,000 per month for study at a university-affiliated language center in Taiwan.
Due to the pandemic, Taiwan has restricted entry for foreigners and is not yet open for language students to enter the country. The periods of scholarship listed above are tentative and subject to change.
Applicants must be Finnish citizens, be above the age of 18, possess a high school diploma or above, excellent academic performance. Eligible applicants please enclose documents and send to Taipei Representative Office in Finland by March 31, 2021:

Candidates with one of the following qualifications may NOT apply:
- Is an overseas Chinese student or a national of the R.O.C.
- Is currently registered as a student at a Mandarin Language Center or has sought a degree from a university or college in Taiwan.
- Has already received a HES or a Taiwan Scholarship, in the past.
- Is an exchange student to Taiwan, during the scholarship period.
- Is currently receiving financial benefits from the Taiwan government or another educational institution.
Please note:
- Please read through the "Huayu Enrichment Scholarship Guideline" for more details and requirements. (see Appendix)
- Applicants should apply directly for admission within the deadlines specified by the university/college in Taiwan.
- Please submit the following documents to apply for the 2021 HES Scholarship Program:
- An application form (see Appendix).
- A photocopy of his/her passport or any other documents that can verify the nationality of the applicant.
- A photocopy of the certificate of the highest credential and transcript.
- A photocopy of the applications to the Mandarin Language Center.
- Study plan (Any supporting information, including resume, study motivation, academic goal, etc.)
