The 2023 Ministry of Education (MOE) Taiwan Scholarship is Open for Application

The 2023 R.O.C (Taiwan) MOE Taiwan Scholarship is now open for application. We welcome all eligible students who are interested in pursuing degree-seeking studies in Taiwan to apply. The deadline for application is March 31st, 2023. Please see below to learn more about the application guidelines.

The Taiwan Scholarships support international students in pursuing degree-seeking studies in Taiwan at the undergraduate (Bachelor's), Master's, or Doctoral (PhD) degree-levels. Scholarship recipients receive up to 40,000 New Taiwan Dollars (NTD) in tuition waivers, plus a stipend for living expenses in the amount of NTD 15,000 per month for bachelor's degree students and NTD 20,000 per month for master's or doctoral degree students. Each university may also provide additional tuition and fee discounts to students who are recipients of the Taiwan Scholarship (for details, please see list of universities offering tuition and fee discounts document below).

This year, the quota of the scholarship for Finnish student is one. Students who are planning to commence a course of study at a Taiwanese university in fall 2023 are welcome to apply for the Taiwan Scholarship. Applications will be accepted until March 31st, 2023. Please mail your completed application along with all required supporting documents to our office postmarked by this date.

Please note that our office can only accept scholarship applications from Finnish citizens. Applicants who are citizens of another country may apply for the scholarship through the Taiwanese embassy or representative office serving their home country.

Eligibility:

Applicants must be Finnish citizens with an excellent academic record, and be of good moral characters.

Applicants are ineligible if they meet the following criteria:
- Are R.O.C. nationals or overseas Chinese students.
- Are already registered or have obtained student status at any university /college in Taiwan. Graduating students pursuing further studies are exempt from this rule.
- Have already studied in Taiwan for the same level of degree as the one in which they currently intend to enroll.
- Are exchange students or dual / joint degree students admitted in accordance with academic cooperation agreements between local universities / colleges and international universities /colleges.
- Have been a recipient of the Taiwan Scholarship for over a total of five years.
- Have had, in the past, their Taiwan Scholarship or Huayu Enrichment Scholarship revoked by the MOE.
- Are recipients of any other scholarship or subsidy offered by the Taiwan government or education institutions in Taiwan. This excludes subsidies offered by universities / colleges to cover tuition and other fees exceeding the scholarship limit.

Documents required for Application:

1. 2023 Taiwan Scholarship Application Form

2. Terms of Agreement for The MOE Taiwan Scholarship Program

3. A copy of the applicant’s passport or other nationality certificates.

4. A copy of the highest degree and academic transcripts. If issued by international educational institutions, these documents must be authenticated by an overseas Representative Office or be sealed and delivered by the awarding institutions. Documents in a language other than Chinese or English must be translated into Chinese or English and the translated documents must be authenticated.

5. Supporting proof of application/admission materials issued by university/college in Taiwan (e.g. photocopy of completed application form of a university/college in Taiwan).

6. Two letters of reference signed and sealed in envelopes (i.e. from the rectors, professors, or supervisors). Photocopy and email submissions of letters of recommendation will not be considered.

7. A copy of a language proficiency certificate. The individual Representative Office shall comply with the following provisions:

A. For applications to not all-English programs:
(a) If the Test of Chinese as a Foreign Language (TOCFL) has taken effect in
the country, a copy of the test results or certificate of Level 3 or above shall
be submitted. Other test results or documents shall not be accepted.
(b) If the TOCFL has not taken effect in the country and if a copy of results or certificate of Level 3 or above is not submitted, the applicant shall apply for the TOCFL test at his/her own expense and submit the test results or certificate to the school by the end of the first semester after arriving Taiwan.

B. For applications to all-English programs, the test results or certificate may be exempted by submission of TOEFL test scores or other English language proficiency exam documents or an English program diploma (English-speaking nationals are exempt from this rule) recognized by the local government.

Applicants who choose to apply online must print out the application form after completing registration online, and send all the required documents via registered mail as stated in the Program Guideline Article 5 to Taipei Representative Office in Finland before March 31st, 2023.
