Information communication technology (ICT) has eliminated the distance barrier to rapid communications and has become an important factor in the development of a nation. As a world-renowned source of electronic devices, the Republic of China(Taiwan) has spared no efforts to promote e-government so as to augment its national competitiveness. With a view to deepen the cooperation between St. Kitts and Nevis and Taiwan and to utilize the abundant resource of the Taiwanese private sector, the Taiwan International Cooperation and Development Foundation (TaiwanICDF) initiated the ICT promotion project in St. Kitts and Nevis so as to increase the Federation’s government efficiency and national competitiveness.After the establishment of the Information and Communication Technology (ICT) Center in St. Kitts and Nevis in 2006, various workshops have been introduced in the fields of e-government, agri-business, policy-making, and e-business, so that the government officials and private sector can bridge the digital divide and build up a thorough e-Government system. Due to the successful performance of e-government system, the extended functions and continuation of the ICT Center systems are supported by the Department of Technology of the government of St. Kitts and Nevis. It is hoped that, through the continued cooperation of the Technical Mission and the Department of Technology, the ICT Center shall reach the following goals:Create a new market strategy of information and communication application and a complete platform of information communication technology for government officials and private sectors of St. Kitts and Nevis. To establish an e-Government system and electronic application environment in St. Kitts and Nevis that will improve information transparency and the performance of the government. Through the successful experience of e-Government Turnkey Solution, it is hoped to created new business opportunities for ITeS industries for both St. Kitts and Nevis and Taiwan. The resulting co-evolution of government and business industries will likely solidify the affirmation and enhance the support of the general public for the cordial relationship between St. Kitts and Nevis and the Republic of China (Taiwan).Recent achievements:1. National ICT Centre maintenance and management including server room, training labs, and internet facilities.2. Customizing e-Gov system to meet the Federation’ needs. Three systems including human resource management (HRS), hospital information system (HIS), and vehicle registration system (VRS) have been developed and introduced to users.3. Providing training to end users of e-Gov system.
ICT Cooperative Project
The Government of the Republic of China (Taiwan) and the Government of St. Kitts and Nevis agreed to renew the Agreement on Cooperation in Information and Communication Technology (ICT 2013-2018) for strengthening their existing cordial relations and to continue their cooperation in the area of ICT for development. The ICT 2013-2018 agreement officially will take effect after the official signing on this Agreement by His Excellency Ambassador Miguel Tsao on behalf of the Government of the Republic of China (Taiwan) and the Honorable Glenn Phillip, Minister of Information Technology, on behalf of the Government of St. Kitts and Nevis , by the end of 2013.
Both Governments recognize the objectives of this Agreement in bilateral cooperation in utilizing ICT to foster public sector reform, develop knowledge workers and advance sustainable economic diversification to enable a transformational government and to establish an information society in St. Kitts and Nevis.
Under this Agreement, projects will be instituted in various dimensions, including ICT policy consultation, strengthening ICT infrastructure, construction of an E-government and enhancement of human resources empowerment. In addition, a designated project manager and technicians will be dispatched to and posted in St. Kitts and Nevis for carrying out this Agreement’s objectives.
