H.E. Herbert W. M. Hsu, the Republic of China's (Taiwan) new Ambassador to the Republic of the Marshall Islands (RMI), presented his Letter of Credence to RMI H.E. President Hilda C. Heine on December 1, 2025, affirming Taiwan’s commitment to strengthening bilateral ties. H.E. President Heine welcomed Ambassador Hsu to the beautiful Marshall Islands, a country of stunning ocean views that holds a key strategic position in the Central and Western Pacific.
Ambassador Hsu conveyed to H.E. President Heine that he returned to the RMI carrying the trust and mandate of ROC (Taiwan) President Lai Ching-te and all the people of Taiwan. He pledged to work closely with all embassy colleagues to elevate the relationship between the two nations, enhancing cooperation in areas such as security, healthcare, sustainability, and maritime affairs to deepen a mutually beneficial friendship for both peoples.
The ROC (Taiwan) and the Marshall Islands established diplomatic relations in November 1998 and had recently celebrated their 27th anniversary. Ambassador Hsu arrived in the capital, Majuro, on Sunday, November 30, and presented his Letter of Credence just 24 hours later, symbolizing the high importance the Marshallese government and H.E. President Heine place on the bilateral relationship.
In addition to promising to promote the friendship, Ambassador Hsu shared a personal reflection with H.E. President Heine: his nearly 30-year diplomatic career has been consistently intertwined with the Marshall Islands. His very first assignment as a desk officer in the Department of Information and Cultural Affairs was to assist with the press conference announcing the establishment of diplomatic relations between Taiwan and the Marshall Islands in 1998. He was first stationed in the RMI from 2008 to 2011. In 2017, he was called from his post in Latvia, flying nearly around the globe to support the state visit of then-President Tsai Ing-wen. On November 28, he was commissioned as the new Ambassador to the Marshall Islands, arriving on the 30th after two days of transit and flight. Ambassador Hsu noted the warm reception from the RMI Ministry of Foreign Affairs & Trade and the Taiwanese community, which gave him a profound feeling of "Homecoming." He said, "I have not only returned as an old friend, but I truly feel like a member of the RMI family returning from a long journey."
As they meet again after this long journey, both H.E. President Heine and Ambassador Hsu sincerely hope that the diplomatic relations between Taiwan and the Marshall Islands will continue to deepen and strengthen on the excellent foundation already in place.
