Passport Application Fees

The amendment was promulgated in accordance with the order no. 0986605613 released by the Ministry of Foreign Affairs. Paragraph 1 and subparagraph 1 of the Paragraph 2 of Article 2 of the Standards shall enter into force from March 1, 2010. Other articles shall enter into force from the date of its promulgation.

Article 1
These standards are established in accordance with Article 10 of Charges and Fees Act.

Article 2
The fee for an ordinary e-passport is NT$1,600 for applications made within the Republic of China (ROC). But for applicants under 14, male applicants who turned 14 and apply an e-passport before December 31 of the year they turn 15, and male applicants who apply an e-passport after January 1 of the year they turn 16, are obligated to serving in the military, and the passport validity term would be shortened due to their service in the military, the fee for an ordinary e-passport is NT$1,200.

For applications made abroad, the fee for an ordinary passport is stipulated as follows:

1. E-passport: US$50 for each e-passport. But in instances otherwise stipulated in the preceding paragraph, the fee for each application is US$36.
2. General passports:
(1) For applicants who lost their passports and couldn’t wait for a re-issuance of an e-passport, or for the passports issued in accordance article 20 of the Passport Statutes for ROC nationals to return home from abroad, the fee for each general passport is US$36.
(2) For applicants who cannot wait for the approval and re-issuance of e-passports, instead, obtain a general passport with one-year validity, the fee for the general passport is US$10.
Before collecting the fee in local currency, the overseas embassies, consulates or representative offices shall determine the exchange rates from US dollars into local currencies and have them approved by the Bureau of Consular Affairs, Ministry of Foreign Affairs.

For applications made abroad by mails, applicants may in person or authorize others to pick up the passport; otherwise, a stamped envelope or equivalent delivery fees should be attached.

Article 3
Applicants who apply for passports in Taiwan and request expedited service shall pay an extra charge, unless the request for that service is due to a disaster, an accident or official use approved by the Bureau of Consular Affairs. The extra charges for expedited service are:

(1).NT$300 for obtaining a passport one working day earlier than normal processing time. A partial working day shall be regarded as a full working day.
(2). NT$600 for two working days earlier than normal processing time.
(3). NT$900 for three working days earlier than normal processing time.

Those who have applied for passports and decide later to request expedited service and are approved by the Bureau of Consular Affairs shall be charged in accordance with subparagraph 3 of the preceding paragraph.

The Bureau of Consular Affairs may announce to suspend partially or entirely the expedited service depending on the actual operational situation.

Article 4
The overseas embassies, representative offices or missions shall publicly announce the fee rates for ROC passports as well as the rates converted into local currency in accordance with the provisions of the preceding Article. If a special instance is reported to and approved by the Ministry of Foreign Affairs, no public announcement of the rates may be done.

Any adjustment to the converted local currency rates as stipulated in the preceding paragraph shall be reported to the Bureau of Consular Affairs for reference.

Article 5
The passport application fee shall be refunded to the applicant if the application is rejected. However, for applicants who do not hand in required documents in time to, or fail to show up for a scheduled interview with, the competent authorities or the overseas embassies, consulates or representative offices in accordance with Article 44 of the Enforcement Rules of the Passport Statute, the fee shall be non-refundable.

The applicants who may apply for a refund in instance stipulated in the preceding paragraph should file their applications to the original fee-collecting agencies with the original receipts.

Article 6
Receipts stating the kind of foreign currency and the amount shall be issued according to the Standards. However, the issuance of a receipt can be waived if an instance stipulated in Paragraph 1 of Article 22 of the Enforcement Rules of the Act on National Treasury occurs.

Article 7
Paragraph 1 and subparagraph 1 of the Paragraph 2 of Article 2 of the Standards shall enter into force from March 1, 2010. Other articles shall enter into force from the date of its promulgation.
