Who should submit TWAC?
1.Foreign nationals without an Alien Resident Certificate (ARC), Resident Visa, or Diplomatic ID card
2. Mainland Chinese travelers with Multiple Entry & Exit Permits
3. Hong Kong and Macau residents with Multiple Entry & Exit Permits
4. ROC nationals without household registration or Taiwan Area residence certificates
