Remarks by the Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu at the Trade Policy Review of Turkey

Thank you, Mr. Chairman.

At the outset, let me express my sincere and profound sympathies and condolences to the people and government of Turkey for the loss of lives in the terrorist attack happened in Ankara two days ago.

I would like to extend my warm welcome to Deputy Undersecretary Mr. Hüsnü DİLEMRE and his delegation for the 6th Trade Policy Review of Turkey.  I would also like to thank the discussant Ambassador Mariam MD SALLEH (Malaysia) for her insightful comments, and the Secretariat for their hard work in providing the report.

Turkey has made great economic strides in the recent years. We recognize that the Turkish government has continued to implement ambitious and decisive economic programs, leading Turkey to be the 17th largest economy in the world, with high growth rates not only in its industrial and services sectors, but also in the agriculture sector.  Such an achievement is very impressive indeed.

However, Turkey’s vulnerability to capital inflows, high current account deficit and inflation, along with the geopolitical risks and the associated influx of refugees have posed challenges to Turkey. My delegation is delighted to learn that Turkey has already taken most of the actions and reforms needed to deal with these challenges.

We are encouraged by the fact that Turkey has always been actively engaged and played a significant role in the multilateral trading system. In particular, we appreciate the valuable contribution of Ambassador Haluk ILICAK to the work of the WTO and we would like to continue the close working relationship between our two missions in Geneva.

We have submitted written questions in advance to seek further clarification on certain aspects of Turkey’s policy direction and approach. We are grateful to Turkey for its responses, which we shall be reviewing very carefully.

I will just mention a few issues in which my delegation has particular interests or concerns.

  1. On tariffs, we are concerned that Turkey increased its applied tariffs in response to requests by domestic producers. Furthermore, it appears that for 47 tariff lines, the applied MFN rates exceed bound rates. We would like to urge the Turkish government to ensure Turkey’s compliance with its WTO commitments.
  2. We take particular note of Turkey's increased use of safeguard and anti-dumping measures. We have concerns over some investigation processes on the areas of trade remedies. However, we welcome the recent termination of the safeguard investigation on mobile phones by the Turkish government. We would like to encourage Turkey to adopt positive measures which accelerate the development of its domestic industries, rather than using trade remedy measures.
  3. We would encourage Turkey to make a further commitment to become a Party to the GPA, given the expanded market access coverage in the Revised GPA and the growing membership to the Agreement. This would increase predictability, transparency, and competition in public procurement in Turkey, and generate new opportunities for its business community.

We are happy to learn about the completion of Turkey’s ratification on the Trade Facilitation Agreement (TFA) which was announced by Mr. DİLEMRE. We will continue to work closely with Turkey in the EGA negotiations, aiming at an early conclusion.On the bilateral front, Turkey was our 8th largest trading partner in Europe. Total two-way trade was around 1.7 billion US dollars in 2015. In recent years, we enjoy a growing closer engagement in the areas of investment and industrial cooperation. We welcome the launch of the direct flights between Istanbul and Taipei earlier this month. This will definitely further promote the bilateral tourism and trade between our two economies. We therefore believe that there are still much more potentials for greater economic cooperation and trade expansion in the future for both of our economies.

Finally, I would like to wish Turkey a successful trade policy review.
